The Special Adviser to the Sokoto State Governor on Security Matters, retired Colonel Ahmed Usman, has advocated the redeployment of serving police officers to their states of origin as part of efforts to ensure the successful implementation of state police across Nigeria.
Usman made the recommendation while contributing to the ongoing national conversation on the proposed establishment of state police, which many stakeholders have identified as a potential solution to Nigeria's persistent security challenges.
According to him, officers posted to their home states would possess a better understanding of local languages, cultural realities, geographical terrain and community dynamics, thereby improving intelligence gathering and operational effectiveness.
"The establishment of state police is a commendable initiative capable of addressing many of the security challenges facing the country. However, its implementation must be carefully structured to ensure maximum efficiency and effectiveness," he said.
The security adviser argued that redeploying existing personnel would be more cost-effective than embarking on a large-scale recruitment exercise.
He noted that officers who are familiar with local communities are often better positioned to identify emerging threats, build trust with residents and respond more swiftly to security incidents.
Usman further proposed that states facing manpower shortages should be allowed to recruit additional officers to complement redeployed personnel and strengthen operational capacity.
On the proposed command structure, he recommended that Commissioners of Police should head state police formations, while federal security institutions should be reorganised under a broader Homeland Security framework.
According to him, such a structure would allow the Federal Government to focus on strategic national security responsibilities, including border protection, counter-terrorism operations, intelligence coordination and other issues affecting national security.
He said decentralising routine policing responsibilities would eliminate bureaucratic delays and enable faster responses to criminal activities at the grassroots level.
Usman also commended Governor Ahmed Aliyu for supporting security agencies across Sokoto State through the provision of operational vehicles, motorcycles, communication gadgets and other logistics.
He said the administration's collaboration with conventional security agencies, traditional rulers, vigilante groups and community leaders has strengthened intelligence sharing and contributed to improved security across several communities previously affected by banditry and other violent crimes.
"The government remains committed to protecting lives and property and will continue to support every lawful initiative aimed at strengthening security and promoting development," he said.
He urged Nigerians to support ongoing efforts to reform the country's security architecture, stressing that lasting peace can only be achieved through institutional reforms, community participation and collective responsibility.
